Prairie Center Metropolitan District No. 1 General Explanation
The Prairie Center Metropolitan District No. 1 (formerly known as the Third Creek Metropolitan District) is a Title 32 Special District that has been established for the purpose of financing and installing water, sewer, mosquito control, park and recreation, safety protection, sanitation, street, transportation, and television relay and transmission improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the Adams County Commissioners on June 24, 1985, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in Adams County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Adams County does not provide.
The District may incur ,debt, which the Service Plan on the date of its approval estimated in the amount of $32,100,000, and anticipated that such debt would be repaid by revenues derived from a mill levy imposed by the District on taxable property within its boundaries of 10 mills, and District-imposed water and sewer tap fee charges. The Service Plan does not establish a maximum mill levy.
The District must file an Annual Report with the Board of County Commissioners of Adams County, the Division of Local Government, the State Auditor, and the Adams County Clerk & Recorder.
The District’s boundaries overlap with the boundaries of Adams County; Rangeview Library District; Central Colorado Water Conservancy District; Greater Brighton Fire Protection District; Regional Transportation District; School District 27J – Brighton; Urban Drainage South Platte; and Urban Drainage and Flood Control District.

The Prairie Center Metropolitan Districts Nos. 1, 2, 3, 4,6, 8 and 10 are Title 32 Special Districts established to provide financing, installation, operation and maintenance of street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, fire protection, television relay and translation, and all other improvements and services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by their respective Service Plans as approved by the Brighton City Council on February 21, 2006, as the same may be amended from time to time (the “Service Plans”), and the Comprehensive Prairie Center IGA (as defined in the Service Plans).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts and their common service area. The Districts are located in the City of Brighton, Adams County, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City of Brighton and Adams County do not provide.
The Districts, together with Prairie Center Metropolitan District Nos. 1 and 7, in the aggregate, may incur a maximum debt of $750,000,000. The Districts may impose a mill levy on taxable property within their boundaries, and may use various other revenue sources authorized by law, including fees, to repay such debt.
The maximum mill levy each District may assess for repayment of such debt is 50 mills, subject to adjustment for legislative changes in the ratio of actual valuation to assessed valuation occurring after January 1, 2006.
